Mission Statement

The North Logan City Library exists to provide high quality library services including reading materials and other resources to the people of the city of North Logan, Utah. The library shall be located to provide ready access to its patrons and shall be open during reasonable hours.

The Library Director shall select and make available materials for the enlightenment, cultural enrichment and enjoyment of the patrons. Areas of focus shall be:

  1. popular reading materials for enjoyment by all ages
  2. materials which encourage children and youth to use the library as an early door to the lifelong pursuit of learning
  3. reference/informational materials. In this age of rapid development, advances in science and technology necessitate a library of vision. This library must therefore move towards becoming more than a mere repository for books and materials, providing to the extent possible, electronic access materials/equipment as well as other learning materials in new and developing formats.

North Logan City Library cards will be issued to patrons who have completed a library card application form and satisfy all of the requirements in at least one of the following categories:

  1. A patron more than eighteen years of age who is a resident of North Logan City or Hyde Park and presents an acceptable form of identification.
  2. A patron less than eighteen years of age, who is a resident of North Logan City or Hyde Park, whose parent or legal guardian agrees to be responsible and co-sign the application, and the applicant or the parent/guardian presents two forms of acceptable identification.
  3. A patron whose permanent residence is outside North Logan City or Hyde Park but maintains a temporary residence within the city for at least three months of the year, is eighteen years of age or older, and presents one form of acceptable identification with the address of his or her permanent residence imprinted on it and one form of acceptable identification verifying his or her temporary residence.
  4. A patron who owns real property located within North Logan City or Hyde Park, and his or her immediate family members. The property owner must present evidence of property ownership in his or her name and one form of acceptable identification verifying the residential address of the applicant. Family members must present two forms of acceptable identification if over the age of 18, or the acceptable agreement, identification and co-signature described in paragraph two above for patrons age up to 17.
    The Library Director may make exceptions or waive minor informalities or technicalities in the library card application process on a case by case basis if allowing the exception or waiver would be consistent with the general intent of this policy and the North Logan City Library Mission Statement.

Acceptable Identification
At least one form of picture identification must be presented, along with documentation, evidencing residence or property ownership in North Logan or Hyde Park. The following constitute acceptable identification for purposes of obtaining a library card:

  1. current driver’s license
  2. current Utah identification card
  3. current copy of a birth certificate
  4. current activity card
  5. current business license
  6. current visa/passport
  7. copy of most recent utility bill indicating resident’s name and property service address within North Logan City or Hyde Park, or...
  8. certified copy of a real property deed.

General
The patron, in whose name a library card is issued, assumes full responsibility for the care and return of all library materials checked out on his or her card. In addition, a patron is responsible for their computer use as outlined in the Computer Use/Internet and Online Access Policy. Individuals co-signing library card applications, likewise assume full responsibility for the care and return of all library materials checked out under the applicable library card.

Collection Circulation
Patrons will need to present a current and valid North Logan City Library card in order to check out materials. Usage of library materials will be subject to the North Logan City Library circulation policies and procedures.

Card Misuse
Patrons allowing unauthorized use of their library card(s) will lose library privileges for 6 months.

Lost or Stolen Cards
Patrons who have lost their card(s) should contact the library immediately. A $2.50 fee is charged for replacement cards.

Open Library Positions

PT Library Clerk

We are currently seeking a new part-time Library Clerk. We are looking for someone who can work at the circulation desk from 11:00am - 4:00pm on Mondays and from 9:30am - 2:00pm Tuesdays through Fridays. The position duties include checking in and out items at the circulation desk, assisting patrons, handling money, and record keeping, as well as other related library tasks.

Delinquencies, Fines, and Other Charges:

  1. The patron who is the library cardholder, is responsible for the care and return of materials checked out from the libray. Parents or legal guardians are responsible for materials checked out by minors in their care.
  2. The library assess overdue fines for materials which are returned past their due date. Overdue fines for the library books, magazines, and audio books are five cents per day per item and $1.00 per day for overdue videos/DVDs and CDs, up to the maximum charge of the price of the item. Interlibrary loan materials are $1.00 per day per item up to a maximum charge of $10.00. Overdue fines are not charged for Sundays, Mondays, or for days when the library is officially closed. A patron card will be automatically “blocked” when the amount owed by the patron exceeds $5.00 until the entire overdue balance is paid.
  3. The library is under no obligation to notify patrons of overdue library materials. As a courtesy, however, the library may send written notices of overdue items to patrons as time and resources of the library permits.
  4. Patrons are responsible to maintain the library materials they check out. Patrons who damage library materials beyond use will be billed for replacement cost of the item, plus a $5.00 processing fee. Partially damaged items that will still remain in the collection, may be subject to fines at the discretion of the Library Director.
  5. If a patron loses an item or does not return the item within 3 months after the due date, they will be billed for the replacement cost of the item plus a processing fee of $5.00. If the lost item(s) is found and returned to the library within six months after the due date, the replacement cost of the purchased item will be returned to the patron. The $5.00 processing fee will not be refunded.
  6. A patron who keeps an item 4 months beyond its due date will be subject to legal action from the libray in order to recover the overdue item/s or the replacement cost of the item/s. The normal legal procedures the library will use to recover library property or fees will be Small Claims Court.

Computer Use and Online Access Policy

The North Logan City Library provides computers, and access to the resources of the Internet, for the use of library patrons.

Internet Policy Information

In accordance with Utah Administrative Rule 223-2, the North Logan Library will maintain a “technology protection measure” (filter) to restrict access to visual depictions that are child pornography, harmful to minors, or obscene. This “technology protection measure” meets UAC 9-7-215, UAC 9-7-216 and Administrative Rule 223-2. Any and all computers that are connected to the internet, including staff computers, will use this “technology protection measure”. Parents are responsible for their children’s use of library materials, including computer software, hardware, and Internet service.

Conditions of Service
Computers may be used in one hour increments. Patrons are required to check in at the circulation desk. If space is available after the one hour time limit, the user may request and addition one-half hour of computer use time. Computers left unattended will be reassigned to another patron.

Computer users may not use un-scanned disks for downloading or saving information. Users may trade their un-scanned disks for a virus scanned disk, or purchase a new disk from the library staff. Only commercially produced CDs may be used.

Laser copies are to be paid for prior to printing.

Acceptable Use
The North Logan City Library will:

  1. Assist patrons in using the computers and the Internet to the extent that time, other duties, and patron demands will allow.
  2. Use filtering software in an attempt to make Internet content at the library match as closely as possible the types of materials in the library’s collection.
  3. Restrict access to sites that contain obscene materials.

The North Logan City Library will NOT:

  1. Be responsible for the availability, accuracy, or content of information accessible via the Internet.
  2. Guarantee that the filtering software in use will be completely effective.
  3. Accept responsibility for the use of the Internet by minors of other patrons.
  4. Accept responsibility for damage to a user’s disk or user’s computer, nor for the loss of data of information, nor for liability that occurs from the patron’s use of the library’s Internet connection of library software or hardware.

Computer Users agree to:

  1. Be courteous to other library patrons.
  2. Comply with all rules, procedures, and restrictions developed by the library staff and/or board.
  3. Accept responsibility for determining that the information they access is reliable, acceptable and suitable to their and/or their children’s needs.
  4. Accept responsibility for the security of the information they give on the web, such as personal information and credit card numbers.
  5. E-mail within the guidelines of this policy and at the discretion of the library staff.
  6. Respect copyright laws and licensing agreements.

Computer Users agree to NOT:

  1. Send or receive offensive, pornographic, or illegal information.
  2. Use the library’s computers for illegal activities, advertising, lobbying, commercial purposes or funded research.
  3. Modify library hardware or software.
  4. Access chat rooms or games from any outside source.

Wireless Internet Access

Wireless Internet access is now available at the library! We are very pleased to offer this service. Please read this information before connecting to our wireless network for the first time.

Equipment: If you have questions about how to access the wireless signal on your laptop or other portable device, please contact the manufacturer. Library staff are not able to provide technical support on personal computers. The Library is not responsible for stolen equipment or lost data due to equipment failure or lost wireless signal.

Security: The wireless signal is not secure or, at this time, filtered. Users must understand and accept the risk of transmitting personal or financial information over a wireless signal. We recommend that users who wish to transmit confidential information do so on the secure connections available on the library's patron computers.

Limitations: There are currently no time or bandwidth limits in place—this is subject to change in the future, if necessary. Printing is not available through wireless. If you wish to print, please save your items to a storage device (such as a disc or thumb drive) or email them to yourself. You can then open and print these items from one of the library's patron computers.

By accessing the North Logan City's wireless signal, users agree to the terms of the North Logan City Library's Acceptable Use policy.

Violation of this policy may result in disciplinary action. At the discretion of the Library Director and/or the Library Board, loss of library privileges may occur. Severe violations may result in legal action.

Library History

Four miles north and east of Logan, nestled at the mouth of Green Canyon, lies the dynamic and rapidly growing city of North Logan, population 8,102. Legendary sunsets, picturesque mountains and spectacular sunrises set the stage for an unmatched lifestyle. There is an abundance of recreational, educational and cultural opportunities within the city or just minutes away.

North Logan City has a highly educated and productive work force. Utah State University is a few minutes away and the U.S.U. Innovation Campus is located within North Logan. Cache Valley Specialty Hospital, located in North Logan, and the Logan Regional Hospital both serve this community well. Currently under planning and development is North Logan City’s future “Downtown” known as The City Center. It is envisioned to be a destination center where people will come to work, shop, dine and stroll in the park along charming streets lined with shops, bistros and businesses. The Village Park will be used for community events, concerts, and festivals and will add to the open-rural feel that our residents desire to maintain.

For approximately 2 years, the North Logan City Library operated out of 820 square feet of space in the city’s main offices on 2076 North 1200 East. Although cramped, residents cherished the modest but worthy services it offered. In the Fall of 1997, North Logan tax payers voted for a 2 million dollar bond to secure a site and construction of a new, larger library facility. City officials determined it was essential that the library be centrally located and become the hub of the community, drawing in patrons of all ages for a variety of needs.

Construction of the new North Logan City Library was started in August of 1998 and completed in October of 1999. The 11,200 square foot building is angled to face the majestic east bench mountains of Cache Valley on 2500 North, a main thoroughfare entering North Logan City. Vaulted ceilings, which soar to 30-foot peaks, are lined with rustic pine boards and compliment a large array of lush live foliage below. The southeast exterior wall boasts expansive windows from floor to ceiling offering patrons a dramatic view of the Cache mountains. This feature, along with sumptuous seating, creates a most soothing backdrop for the ever-growing collection of 54,500 books and materials.

In addition to approximately 7,000 square feet for the main library area and its study rooms, the library includes the Book Nook. This small but well-stocked room boasts hundreds of used books and materials for sale at very reasonable rates and is maintained by the volunteer organization of the Friends of the North Logan City Library. There is also a separate work/delivery area, break room, staff restroom and Director’s office. Public restrooms are located down the main hallway that leads into a multipurpose Meeting Room, complete with sound equipment, overhead projectors, a towering professional puppet theater and a full-service kitchen.

In the spring of 2001, the Sister City to the north, Hyde Park, made the financial decision to join forces with North Logan City to provide their residents with updated library services. Nearly 2,000 of their 3,500 residents own borrower’s cards and are active users of the North Logan City Library.
